Jonathan Isaby, chief executive of the TaxPayers' Alliance, said:

'Councils up and down the country are pleading poverty and saying there is no more room for savings but this goes to show that there is plenty of fat left to trim. It's downright disgraceful.

'Where money seems to be have been spent on frivolous items councils should investigate to discover exactly how this was allowed to happen.'
