Hampshire CC have launched `consultation` on future of all libraries, grading them 1-4 on use; 1 the busiest, 3 and 4 either to be run by volunteers and some staff or self serve with no staff present or closure. In all their libraries I have used no sign their spare rooms are used for citizens advice or Police; just occasional meetings. Marketing of facilities within local authority assets is moribund.

The `triple lock` for pensions needs urgent attention when as in previous reports the TPA have shown the much better pensions for civil servants who will receive same benefits as everyone else when retired and be in most cases better off due to Gordon Browns destruction of private pensions. Mr Osborne should not be afraid to also restrict allowances to senior military personnel; funded private schooling, heavily subsidised catering, nonsense of separate dining facilities scattered all over.

Public sector employees should be paid as much as private but anomalies have crept in created by private sector contractors within MOD, NHS whereby staff once enjoyed enhancements for work at weekends and better pensions and now race to bottom has created daft situation where staff still within public sector equivalent roles to private sector roles paid far better. Get rid of enhancements and legislate so contractors must pay living wage if these contracts are for tender.

For the elite educational establishments high pay is not a problem but this nonsense of comparison to `private sector` in awarding high pay to public sector school and college leaders otherwise they go elsewhere is nonsense since even with semi-private academies and trust status schools, where else are they going to go? Very few elite establishments exist in UK so state sector really has upper hand in keeping salary at reasonable levels.

This did make me smile seeing how stupid the rules for charging VAT on some items and not others is. Time to remove it altogether from any food related items; chocolate or otherwise and raise it on non essentials; flatscreens, DVD player etc, mostly imported anyway.

The ISA property incentive in latest budget and annuity `freedom` will inevitably; as it did with personal pensions, PPI, lead to poor advice on a grand scale from financial advisors and warning of this is Citizens Advice having to recruit advisors to advise on annuity freedom and they are a voluntary organisation who should not be involved in badly thought out government policy or as I suspect and am afraid will happen, will advise clients who have received shoddy treatment by finanacial advisors.
