Jonathan Isaby, chief executive of the TaxPayers' Alliance, said:

"The public finances remain under significant strain so it is vital that taxpayers' money is spent wisely, but it is equally important that we have an effective penal system.

"It certainly makes sense to judge each inmate's sentence on its own merits and requirements: this will involve taking account of a variety of factors including the need to protect the public, the likelihood of rehabilitation into society and indeed costs."
