Andrew Allison, Hull and East Riding spokesman for Taxpayers’ Alliance, sided with Mr Dicken.
He said: “There does appear to be a lack of common sense here.
“The demand has obviously been computer-generated. But you would have hoped there would have been some human input at some point down the chain.”
Mr Allison said he was surprised the local authority did not set a level to ensure bills for nominal amounts were not posted.
“There should be a set amount, £1 or £5 for instance,” he said. “Bills for less than that amount should not be posted. It costs more to process them.”
