A 651 strong 'invisible army' of civil servants have seen their posts cut, but remain on the government payroll with nothing to do.

The staff are all in redeployment pools according to The Sun, but if they were earning the average salary for their departments this year's bill could be as much as £20 million.

TaxPayers' Alliance spokesman Jonathan Isaby said: 'If there is no work to do then they shouldn't be kept on.'
