Jonathan Isaby, of the TaxPayers' Alliance, said: 'People expect health chiefs to spend the staffing budget on medical staff, not back-room bureaucrats.

'Why is the army of NHS pen-pushers growing at a faster rate than the number of nurses and midwives? NHS bosses owe it to taxpayers to target funding at putting medics on the frontline rather than hiring more administrators.'
