The first paper in the Failure of Politicians series is written by Lord Ramsbotham, the former Chief Inspector of Prisons. It provides a powerful critique of political management of the prison system and recommends reforms to give prison managers the freedom and incentives they need to improve prison rehabilitation programmes and cut re-offending.
