The region’s four major authorities have spent the “eye-watering” amount on confidentiality agreements - dubbed ‘gagging orders’ - since 2013.

The orders are inserted into departing staff contracts and ban them from publicly discussing their exit in exchange for a bigger payoff.

“This is an enormous sum of taxpayers’ money to spend on keeping staff silent,” said Jonathan Isaby, chief executive of spending pressure group TaxPayers’ Alliance.
